Cotabato City — BARMM lawmakers are pushing for Bangsamoro Transition Authority (BTA) Bill No. 274. The proposed legislation aims to transform the current Upi Agricultural School (UAS) in Upi, Maguindanao del Norte, into Bangsamoro Tribal University.
The bill seeks to develop the school into an instructional facility, research extension center, and a tertiary and secondary institution. Aligned with the Bangsamoro Organic Law's provisions, a tribal university system is mandated within the Bangsamoro government to address the higher educational needs of non-Moro indigenous peoples.
Under the Bangsamoro Education Code, the Tribal University System will integrate indigenous peoples' language, culture, and traditional knowledge into its curriculum and extracurricular activities. The university will offer advanced studies, higher professional and technical instructions, training, and basic education tailored for special purposes.
The Bangsamoro Tribal University will be overseen by a Board of Trustees led by the Ministry of Basic, Higher, and Technical Education (MBHTE). The proposed bill outlines the administration and exercise of powers, socialized tuition schemes, maintenance of facilities, and academic advancement within the university.
If enacted, the Bangsamoro Government will allocate funds for this initiative from its annual General Appropriations Act.
The primary proponents of the bill are Members of Parliament (MP) Ramon Piang Sr., Mohagher Iqbal, Eddie Alih, Dr. Hashemi Dilangalen, Suharto Esmael, Atty. Suharto Ambolodto, Atty. Lanang Ali Jr.,Mohammad Kellie Antao, and Tawakal Midtimbang.
